Mayyun Organizes a Dialogue Workshop on Facilitating Humanitarian Aid Access

Aden – Mayyun Organization for Human Rights, in partnership with the Civilians in Conflict (CIVIC) Center, organized a dialogue workshop on facilitating the access of humanitarian aid.
The workshop, which was attended by key figures and representatives from relevant government bodies and civil society organizations, discussed the difficulties and challenges faced in ensuring the delivery of humanitarian aid to those in need, and explored practical solutions to address these challenges.
The discussion covered the main obstacles hindering aid delivery, including disputes over authority and jurisdiction between relevant authorities, weak monitoring and coordination, as well as security and administrative challenges.
The workshop concluded that there are administrative procedures contributing to the delay and obstruction of aid delivery, such as the delay in obtaining necessary permits and the insistence of various bodies on prior coordination before executing any activities.
It also concluded that the lack of coordination and cooperation between humanitarian partners, as well as jurisdictional disputes between official entities, negatively impacts the aid delivery process in several ways.
The workshop came up with several key recommendations, including the need to establish a clear and defined mechanism for issuing permits, and adopting a one-window system to reduce bureaucratic burdens.
Workshop participants recommended organizing awareness campaigns targeting various entities to facilitate the movement and delivery of aid, as well as organizing similar workshops and holding more dialogue sessions to address the challenges and obstacles affecting the delivery of humanitarian aid and finding solutions.
The workshop also recommended establishing a unified coordination framework that brings together relevant government bodies, international and local organizations, to manage humanitarian operations, enhance monitoring of humanitarian activities in Yemen, assess their effectiveness, and ensure aid reaches all those in need without discrimination.
The recommendations also included the creation of a single humanitarian coordination window and the establishment of an operational security room to receive reports and respond swiftly to obstacles affecting the movement and delivery of humanitarian aid.
